Philippines - Climate-Related Emergency Preparedness

Year: 2023-2024

The Philippines faces increasing climate-related hazards that place sustained pressure on hospitals and primary health care facilities. This project focused on strengthening the ability of health facilities to remain operational during and after extreme weather events.

Our work supported the development of emergency preparedness protocols, targeted training for healthcare professionals, and the integration of climate risk considerations into health planning processes. The project also contributed to strengthening facility-level readiness to withstand and respond to climate-induced emergencies, helping ensure continuity of essential health services and improved protection of patients and staff.

Ukraine - Emergency Preparedness for Disasters and Mass Casualty Events

Year: 2020–2023

Partner: Ministry of Health of Ukraine

This project was implemented in a context of prolonged system stress and escalating emergency risks, requiring strong coordination between pre-hospital emergency medical services and hospital care. The objective was to strengthen the ability of the health system to respond effectively to disasters and mass casualty events across the full continuum of care.

Our work focused on assessing hospital infrastructure and emergency response capacity, strengthening preparedness frameworks, and supporting implementation through training and simulation exercises. Activities included capacity building for healthcare professionals, refinement of emergency response protocols, and simulation-based testing to validate and improve plans. By addressing both pre-hospital and hospital readiness, the project contributed to more resilient and coordinated emergency medical response systems.

Romania - Preparedness for Biological, Radiological, and Nuclear Emergencies

Year: 2022–2025

Partners: Department of Emergency Situations, World Health Organization, United States, European Union

This long-term engagement focused on strengthening Romania’s emergency healthcare preparedness for high-impact biological, radiological, and nuclear (CBRN) events. The work was implemented in close coordination with national authorities and international partners, addressing both infrastructure resilience and operational readiness.

Key activities included assessments of emergency healthcare facilities and systems, support to infrastructure improvement initiatives, and capacity building for emergency and hospital personnel. Training and preparedness activities targeted coordination, clinical response, and system-level readiness for CBRN scenarios, contributing to improved national capacity to prevent, prepare for, and respond to complex emergencies.

These projects reflect an ongoing commitment to practical, context-specific preparedness, developed in close collaboration with national authorities and international partners.

Selected Operational Experience

Ukraine - COVID-19 Epidemiological Response

Year: 2020–2021

Supported national pandemic response efforts through training and mentoring of field epidemiologists, including the rollout of digital tools to strengthen outbreak investigations, contact tracing, and analysis of transmission chains. This work contributed to improving operational epidemiological capacity during a period of sustained system pressure.

Türkiye - Post-Earthquake Health System Assessment


Year: 2023

Conducted rapid on-the-ground assessments following the earthquake to evaluate the status of emergency health services and identify priority actions. Provided operational recommendations to support local emergency health authorities during the early response phase.

Ukraine (non-government controlled areas) — Conflict-Related First Aid Preparedness

Year: 2018–2019

Delivered functional first aid training to non-medical populations in conflict-affected areas, focusing on immediate life-saving actions for firearm- and explosion-related injuries. This experience provided direct insight into injury patterns, response constraints, and the critical importance of early intervention before access to formal medical care.
